The Maryland Sister States Program was established to provide a government to government forum for the promotion of international cooperation and understanding. It relies on representative volunteer committees for development of Maryland’s Sister States relationships. Governor Hogan traveled to Israel in September 2016 and formally announced the formation of the Sister State relationship with Israel at a Memorandum of Understanding signing ceremony. The Governor co-signed the MOU with Israel’s Deputy Minister of the Interior, Meshulam Nahari.
